Is MOOWR right for you, and what is it worth?
Before anything is filed, two questions need answering. Does MOOWR fit how your business imports and sells? And is the benefit large enough to justify the compliance that comes with it?
What decides whether it fits
- What you import. Raw materials, components, consumables and capital goods used in manufacture benefit most.
- Where your output goes. Exports make the duty on imported inputs a permanent saving. Domestic sales make it a deferral.
- Your duty exposure. The higher the non-creditable duty on your inputs, the more there is to gain.
- Your premises. The bonded area has to meet physical and record-keeping requirements.

When MOOWR does not fit
- Pure trading of finished goods, where duty falls due within 90 days and interest runs after that.
- Inputs that already come in largely duty-free under an FTA or an exemption.
- Goods imported for solar power generation projects that supply electricity, excluded from warehousing under Section 65 since 17 December 2024 by Notification No. 86/2024-Customs.
- Premises that cannot meet the physical and record-keeping requirements.
