Readiness check

These are the requirements a MOOWR licence application is assessed against. Confirm what is already in place. Nothing here is submitted anywhere, and there is no form to get past.

Physical security

  • Premises bounded by walls on all four sides

    Blocker

Customs requires the bonded area to be a closed, controllable space with defined entry and exit.

  • CCTV covering the bonded area

Customs looks for a recorded view of who enters the bonded area and what moves in and out.

  • Fire safety system installed

Customs expects protection appropriate to the premises and the goods being stored.

  • Theft alarm system installed

Customs treats intrusion detection as part of securing bonded goods.

  • Security personnel on site round the clock

Bonded goods are under customs control at all hours, not only during production shifts.

Records and people

  • Inward and outward movement of goods recorded digitally

    Blocker

Customs must be able to trace every imported input through to the output it became.

  • A warehouse keeper identified

Customs requires a named person answerable for the bonded warehouse.

Financial

  • Duty deferment value estimated

Customs sizes the licence against the duty on goods you expect to hold at any one time.

  • Capacity to execute a General Bond at three times the duty deferment value

    Blocker

Customs secures the deferred duty with a bond backed by evidence of solvency and insurance.
