Leaving the scheme cleanly

A MOOWR licence runs until it is surrendered or cancelled. Leaving cleanly takes planning, because the goods still in the warehouse have to be dealt with first.

Why units exit

  • The operation is closing or relocating
  • The business has changed and MOOWR no longer fits it
  • The scheme has changed, for example through an exclusion notified for a class of goods or operations

What exit involves

  • Clearing the warehoused goods, either for home consumption on payment of duty or by export.
  • Capital goods cleared into the domestic market attract duty on their original import value, with no allowance for depreciation.
  • Closing the records and filing the final returns.
  • Surrendering the licence to the Principal Commissioner or Commissioner of Customs.
  • Cancellation of the bond once all dues are settled.

If the rules have moved against a licence you hold

Goods imported for solar power generation projects that supply electricity were excluded from warehousing under Section 65 from 17 December 2024. Units caught by a change like that need a considered route out, not a hurried one.
